Stuck with jogging in third person

So after the mission Daddy's Little Girl I realized that I can't walk anymore in third person mode. I can only jog and sprint if I hold down SHIFT. I tried tapping SHIFT to switch to walking but it just doesn't work.

The funny thing is that while I was searching for a solution to this problem I found out that a lot of people had this problem in first person mode, but for me now it works. I can walk, jog and sprint in first person now. So was there a patch recently that fixed the walking issue for the first person mode but messed it up in third person? Or did I just manage to run into a weird glitch?

I tried reloading older saves, even from my previous playthrough, restarted the game and my whole system, but the issue still persists.

Made a new character in GTA Online, tried switching between them and even the singleplayer characters... still stuck on jogging in both online and singleplayer...

just in case anyone is still having this issue. Just solved it right now, after trying to find a solution for months:
Go to settings -> Gamepad -> restore standard values
