Certain weapons just won't fire from 3rd-person view. I didn't consider this a game-ending bug until I reached 'By the Book'.
The first time this stopped me was the mission where Michael fights back aliens with a minigun, so I switched to first person.
Upon reaching 'Three's Company', I found that I could just fail the mission 3x when it came time to save Michael from the stand-off (as I couldn't shoot with franklin, or switch to first person due to the repelling being done in 3rd) and skip it.
Now I'm at 'By the Book' as mentioned earlier, and there's no time limit or threat to snipe the target - so I cannot fail three times or switch POV.
Now verifying my game cache for second time and understanding why Rockstar took down their support line.
