Mouse lag even on title screen [EDIT] Major in-game lag too.
I just loaded up GTA V and I'm sure this question has been asked a billion times but I have pretty bad mouse lag on the title screen before I've even jumped into the game. I have tried all the keyboard/mouse input settings and turned VSync off but neither have fixed it. It's the same with a controler. It says my card is within capacity for the settings. Would the graphics setings even affect the title screen anyway?

My specs:

intel i7 processor
8 GB RAM
64 bit windows 7
Radeon R9 270 GPU

Any help is appreciated.

The game runs at 30FPS on the title screen and in loading screens, apart from in online which are running at 100+FPS depending on your PC. This is the cause of your input lag.

The title screen is locked to 30 FPS. Ignore it. It does not reflect in-game performance. If you are testing settings, do not do that there as it is not a representation of the game. In fact, the title screen is before the game is even loaded.

As far as what settings to run in-game? Start with normal and work your way up, one setting at a time and find a balance between eye candy and performance.

I ran the game and it was running fine for the prologue and then started serious lag on the first mission after about halfway through when the cops started chasing Franklin.

I tried turning the graphics down to normal and if anything it was worse. My rig is more than enough to run it on these settings, what's the problem?

Might not be anything, but did you change the mouse options? There's an option called fine aiming I believe. Turn that crap off if its on. Its terrible. Also the mouse input? Dont remember the right name, but it gives you options like Raw, Windows etc. Try that too.

Check above, I booted the game up and it was fine until the second half of the Franklin car mission. Even on normal it lags to an unplayable level. If you check my specs they are more than enough for the lowest settings, they should be on the highest, I don't think I can get a refund for this game cos I redeemed the cash card when I started it up so I really want to get it working :(.

Damn don't know what to say bro. You could try and get a refund I think you might actually be able to get one. Doesn't hurt to try anyways.

And if you really want this game check the issue online and search for possible fixes. You almost have 2 hours of gameplay so...yeah.

You say that it "lags". What does it do specifically? What are your frame rates? Usage across the board? We need specifics of what is going on before we can even begin to help you.

You can get a refund even if you redeemed the card.

Your PC isn't more than enough for max. 270 is low end.

Yeah, not going to happen. Your GPU would never be able to handle the highest settings. If that is what you are trying to do, then that is why you are having issues.

You say that you tried it with everything on normal? You should be able to play on normal settings, if not a mixture with a few extra eye candies... but we need to know specifics.

We need to know exactly what settings you have, both under graphics and advanced graphics. We need to know the specific frame rates, CPU/GPU/RAM usage, temps, etc.

Its not a very powerful card , its just a rebranded HD7950, literally the same damn card. But although its on the weaker side, it should still run this game at a playable level on normal settings.

Vsync is off, that was the first thing I did.

I am trying to print screen but the screen prints just come up as black, I would type them all out but I am getting dangerously close to 2 hours. Everything is on the lowest settings or off. same whether I turn FXAA on or off. the population density and distance scaling are on max, could this be an issue? My video memory is: 1250/2048MB. Everything is of or minimised in the Advanced Graphics. Benchmark tests run fine, getting 100+ FPS on all of them.
