Shops disappear in Online

Does anyone else have the issue that while playing in GTA Online the stores and wardrobe in your apartment(s) stop working?

You can walk/drive up to them and go inside, but none of the NPCs show up (unless another player is nearby) and even if they are there you cannot interact with anything. The icons are also gone from the map. Convenience Stores work though.

I do not know how to reproduce this glitch either. It has happened in both public and invite only sessions with both big and small player counts, and I never notice it until I need to use one of the shops.

TL,DR;
Clothes and mod shops disappear off my map and I can't use them after a random amount of time. Anyone else have this issue?

UPDATE: This also affects single player.

It only affects me. Everyone else in the session is fine. There is no NPC for your own wardrobe either. Lastly, to fix this I need to restart my game. Switching from lobby to lobby doesn't fix it.
