Here you go, the whole problem with GTA; children lying about their age to get into adult gaming. Next thing you see are these one handed Anime players wailing about the MK2.
Your date of birth will be deleted if you delete your cookies and it will ask you this each times you want to view a 18+ game etc or content.
100% agree on the bump.
But STEAM don't save the month, only the day/year for myself at least.

Any birthdate that is exactly 18 years or older at the time will get you through this age restriction gate. Try it!
All they do is store your previous entry in the boxes for faster login.
AFAIR, there is a law (in the USA) against storing the birth date in these age gates.
They are required to always ask for a user entry of the birth date.
Before this auto-fill was available, you had to pick your birth date in those 3 pulldown menus, which was utterly annoying, so I simply resorted to enter 01 Jan 1900, as that was much faster than picking my true birth date.
for vrchat enter January 1st 1900. steam does not store your DOB and therefore sets it to that unless it confirms on like a store page, but vrchat linked via steam is too stupid of a baby to know this and therefore thinks you are 124 years old.

First of all, everything you say and the way you type makes it REALLY look like you are an underage kid trying to figure out how to lie about your age. Especially the immature part at the end telling "unhelpful" people to not reply.
If I understand your problem as you describe it, your social club account will not let you access the store in-game because you don't meet the age restriction, and Rockstar is blaming steam and telling you to send them a photo of your DOB on steam.
Your problem is that steam does not seem to store this info. When you go to the store page you can literally type any DOB you want and you will be granted access as long as it's before 2006. It doesn't verify it against anything.
Furthermore your solution to this issue isn't going to be found from strangers on the forum, you need to contact steam support and ask them to help you solve this problem.
