Where can I find a Helicopter for Franklin?
I want to do Dom's next mission but it involves flying on top of Maze Bank Tower. Franklin doesn't have access to a hangar yet. I tried looking for a helicopter on top of the Hospital in Strawberry but one never spawns.

Have you tried the roof of the NOOSE headquarters?

There also might be helicopters on top of the hospital in the ghetto, (not sure what it's called lol) they will be police helicopters with ambulance liveries.
