Report a translation problem
1. Run Both Steam and FiveM as Administrator:
Step 1: Right-click on Steam and select Run as Administrator.
Step 2: Do the same for FiveM. This will give both programs the necessary permissions to communicate properly.
2. Ensure GTA V is Properly Linked to Rockstar:
Make sure your Steam account is properly linked to your Rockstar Social Club account. This link is crucial for FiveM to verify your GTA V license.
Go to Rockstar Social Club and check if your Steam account is linked under the Settings > Linked Accounts section.
3. Clear FiveM Cache:
Sometimes, FiveM's cache gets corrupted, leading to issues like this.
Step 1: Go to your FiveM installation folder (C:\Users\YourUsername\AppData\Local\FiveM\FiveM Application Data).
Step 2: Open the folder and delete the folder named "cache" (but leave "game" and other files intact).
Step 3: Restart FiveM and check if the issue persists.
4. Disable Any Antivirus/Firewall:
Some antivirus programs or firewalls can block FiveM from connecting to the Rockstar servers to verify your license.
Try disabling your antivirus and firewall temporarily and launching FiveM again. If it works, add an exception to your antivirus for FiveM and the Rockstar launcher.
5. Verify Integrity of GTA V on Steam:
Step 1: Open Steam.
Step 2: Go to Library and right-click on Grand Theft Auto V.
Step 3: Select Properties, then go to the Local Files tab and click Verify Integrity of Game Files. This will ensure that your game is not corrupted.
6. Check if Steam and Rockstar Launchers are Running Simultaneously:
Ensure both Steam and the Rockstar Games Launcher are running before launching FiveM.
Make sure you're logged in to the correct Rockstar Social Club account when launching FiveM.
7. Reinstall FiveM:
If none of the above solutions work, try uninstalling and reinstalling FiveM.
After uninstalling, delete the FiveM folder located at C:\Users\YourUsername\AppData\Local\FiveM, and then reinstall it from the official FiveM site.
8. Contact FiveM Support or Rockstar:
If none of the above works, you may need to contact FiveM support or Rockstar to investigate if there’s a deeper issue with your account.

I'd even go so far as to ask if rdr2 works 'now' and if you were/were not a victim of social club account theft. If you do not see rdr2, and gta5 on that social club account you are attempting to use - you've left out information, or you have other problems (or both).
Throw in a side of pc issues preventing proper loading/playing of gta5 - be it av/security, issues onedrive interference, lack of admin/permissions, problems with my docs / rockstar games, firewall issues, os issues, problems with 3rd party requirements, etc. Then you move on to problems with hosts/ dns, isp, regional related connection issues, r* servers, and everything in between.
Fivem also has help/forums/support - far more likely to get related help there.
