...and because it apparently needs to be said for some people - the instructions given below will prevent you from playing gtaonline - as battleye is currently required.

You can however...
Open an admin command prompt and run "sc delete BEService"
Can open services.msc after and see if Battleye's service was removed.
Uninstalling the game should remove the battleye folder within.
There may be additional files in c / program files x86 / common files / battleye
Opening an admin command prompt, navigating to the gta5 folder, and running -
' gta5_be 4 ' also appears to pop a window asking about uninstalling. Haven't thoroughly looked into beyond that yet. Doesn't remove gtav / battleye / files - theoretically, you can delete them if you'll never install battleye. Same with gta5_be.exe - though I wouldn't be surprised if something got borked in future knowing R* and their removal causes issues.
Also seem to be able to say 'no' to installing battleye - then just go open R* launcher, settings, and uncheck battleye. It hasn't prompted me about installing it since. -nobattleye should also work in launch options or commandline.txt
edit - Deleting files, without uninstalling/removing the service, or applying the disables or -nobattleye was not tested. You want to test it? Feel free if curiosity has you intrigued as to what happens when you delete stuff - the game/launcher is looking for.... -.-;;
edit - removing both the battleye folder, and gta5_be.exe ----- my game works just fine loading into storymode using -nobattleye. If you are doing this while using storymode mods - I suggest you remove dinput.dll, and test with no mods. There's 23894732497234982 reasons for the game to crash. Removal works fine here.
If you want to play the singleplayer without battleye, use the flag mentioned by Rockstar to start the game without it.
