steam have a 6-7s stutter intervall caused by using more than 2 library on multiple drives in certain games
big friendlists had a similiar effect in certain games
microsoft gamepass creates their games as virtual drives, which might conflict with other platforms like steam, while the games constantly scans for these virtual drives, thinking it is an hid input device
microsoft desktop slideshow also caused hiccups for certain users in certain software everytime the picture changed
too high fps causes a stutter in gta so keep it moderate, it was around 180fps
good old intel i14th gen commiting suicide slowly through bad standard bios config
so check all these fancy bios settings like xmp, speedstep etc
mostly this crap which promise better os performance has the exact opposite effect
tpm setting in bios also caused stutters in the past, good old id21 initiative
certain antivirus might get triggered by the fancy battleeye and constantly start scanning the software, this normally fix itself through library updates
thermal throttling make sure your system don't overheat
check cpu, gpu, mainboard, t2ssd and ram
