Left up corner Steam / Settings / Downloads / Clear cache
Than in library right click on GTA V / properties / Installed files / Verify integrity of game files .
Does windows services show a battleye? Have you tried running gta5_be.exe from the game folder? As rightclick/admin? Any antivirus/security apps interesting with this process?
Checked BE in launcher? NOT using -nobattleye? Verified game files?

edit - Per your error below, some others have mentioned problems with vpn, dns (can try changing that), possibly modem/router - just power cycle it. If you've hard set dns in windows can try automatic. Others stating windows updates 'worked' (likely just fixed issues the OS was having), and of course - allowing it through the firewall. Though, chances are you've already seen some/all of this if you googled that error itself.
Right click GTA V in library / properties / Installed files / Browse... / Find GTA5_BE.exe double click .
You can also try to run as administrator that file if its fail on first try.
Maybe you should reset router and leave it on default until you install BE .
Or find solution on YT how to set firewall in windows .
