Unlocking Duke o' Death

I'm trying to unlock the Duke o' Death, I've met all the requirements (completed Tonya's first Pulling Favours mission, at correct location, ect), and I can't trigger the event.

I've read about it's only available for returning players (players who played on 360/ PS3 first before playing on PC/ XBone/ PS4), if that's the case, A) can anyone refer any cheats, console commands or mods to unlock the car, and B) sod off, Rockstar, that's a cr*ppy move for PC gamers who didn't even get it back in 2013.

I dont believe the returning player dlc is working right now
the last patch broke it for allot of players

Yeah but assuming that they fix it, I still won't be able to get it because I'm not a returning player.

Are there any mods or cheats that I can use to unlock it?

And, if somehow failing that, if I were to tell a friend -- with their original copy back on a 7th gen console -- to log in my Rocstar Social account with their last gen copy of GTA V, would that "upgrade" my status from new player to returning player (obviously after they fix this bug you were talking about)?

with it broken as it is your car will dissapear you cant save it
