Check if you can control it with your mouse in settings, because atleast with a controller, you do indeed just swim where you are looking, with an addition of other controls that let you have sharper turns and swimming up/down, etc.
Is swimming possible? Yes. Does it feel good? No. It feels clunky as hell. They made it way more complicated than it needed to be. WASD in whatever direction for a facing and shift to swim faster, that's it. Simple. Try it with the keyboard. Compare it to any other PC game with swimming and you will know what I'm talking about.

very consolely , very poor movement porting , but then all games act like poor console ports now
it's a console game that was ported to pc , if it were a pc game it would have fluild non-fiddlely controls via mouse and keyboard .
console=game controller (sloppy system , aim assist )
pc=mouse/keyboard (precise)
stop being in denial , it is a fact of life , most games are made for that fat lush easy console market .
the camera is set for consoles as is the ui
controllers are so sloppy , i just dont like to use them
