start game on low or off settings, bare minimum graphics, 800x600 window borderless
start flow startup option as story mode load
once the story mode starts in single player, try again what you did
if it works, each one of the options you can flick on one by one
if you're in gta online, the long load screens into rooms are because you are in a lobby session with chinese cheaters and they have this way of making everyone slow down to dialup

If you get stuck on the loading screen (i.e. loading forever) it helps to use the old hack for solo-ing in public lobbies (no longer needed since Rockstar introduced private lobbies) to reconnect which should load you into an empty lobby.
To do this you need to open the Resource Monitor from the Task Manager, locate the GTAV entry, suspend it for some 10 seconds and then resume it again.
If this does not help, restart the game. This sucks but hey, it's a Rockstar game.
