Got a 'mods' folder in your gta5 game folder? Rename it -old, and try loading without it.
That error is usually related to modded or 'corrupt' game files. You could try verifying the game files - but... you've reinstalled twice they 'should' be not corrupt. Rightclick the game in steam, properties, installed files, verify game files, and see if it fixes anything.
Else, we get into possible drive issues, permission issues, download issues, potentially memory issues.. and some other things. Got to start somewhere.
