edit - Codewalker may also let you go straight to the locations and get info.
edit - Poked around more - and am done. Here's 1. If it changes 'all' I don't know, not testing. If there are other locations (also don't know a youtube vid rating all billboards shows 3, around the 19:10 mark) - you could go to them and see if they give 'different' info in codewalker/or check ingame.

I am sure there is a better way to do this - I ended up finding a billboard, selecting it, bringing up the info, entity tab, ymap, and seeing the rpffileentry -resource file location and moving up a folder to - x65k,rpf/levels/gta5/_citye/scentral_01 ---- then went exploring in the .ytd files in each of the sub folders.
