After Rockstar implemented BattlEye the game was clean for a whole whopping 4 hours before cheaters found a workaround and were back destroying the game. It's notoriously known as one of the most ineffective anti-cheat systems that exist today. (while also being one of the most intrusive)
While most (not all) of the free cheat menus no longer work, cheaters are able to now screw you over way worse than before by causing BattlEye to flag you as a cheater and ban you. This leaves you unable to play until you spend time harassing Rockstar's automated support in the hopes that someday a real person might see it and reverse the ban.
Rockstar never wanted to actually get rid of cheating, they just wanted to convince the gullible kids that they suddenly care about cheating and that GTA 6 will have good anti-cheat. It's nothing more than a publicity stunt to drive up first quarter GTA 6 sales.
The truth is that Rockstar directly profits by allowing cheaters in the game. A decent percentage of cheaters buy a new copy to continue cheating each time they are banned. Thus in reality, a ban wave does nothing but cause an uptick in sales, bringing in more profit.
Furthermore there is a good chance that some of the paid cheat menus are being created and sold anonymously by Rockstar themselves to even further maximize their profit.
