Generally, it is the R* launcher.exe that has problems with compatibility mode being used. It used to be just the launcher.exe - but knowing R* and updates, who knows anymore. The launcher can also have issues and not properly close so even unchecking compatibility mode may not be enough - double check that the launcher is closed, entirely.
There is also the steam application itself, that if run in compatiblity mode will also cause the game to throw compatibility errors. Just something else to check. Same thing there too - if you uncheck/apply - steam needs to be exited out completely and restarted.

There have been some others claiming similar issues and 'the above' didn't fix it but... other things like 'I had to sign in' fixed it so... uh... makes me think they just didn't restart the launcher or something.. who knows.
Since the recent update - haven't personally poked around flipping switches to forcibly cause compatibility errors and see what/if anything changed, or if there is another else new that causes problems. Again, R* + updates.... who knows. The testing gets old.
