I remember when I first played the game I thought he was at least in his mid thirties. Some people just look older or younger than the average. He's had to hustle to get to where he is, and stress and your economic background play a role in how you'll age physically. It's just not talked about enough.
It's also not unusual for someone in their thirties to start to get grey hair.

Edit: After posting my original reply to the thread I had the thought that the situation with Michael and Trevor could've triggered physical changes, again from stress. I also agree with Baby Ghoul in that my read playing Story Mode was that Franklin was closer to 30 or maybe a few years over.

When I was in the mid 30s I also had already some grey hair. Also, having black hair like Franklin has, you see them much earlier ;-)
Franklin is now married and has goit kids. That might have brought him a lot of grey hairs ;-)
