Low fps on a great laptop
So to clarify, I have a laptop.
Specs are: Ryzen 9 7845HX, RTX 4060, 32GB RAM, 1TB SSD, 2560x1440 monitor

I set the resolution on 1440 and most other graphic settings on high. All 3 populations are one click below half and I have FXAA turned off, only MSAA on 2x i think. In private lobbies I average 100-120fps in less dense areas but in the middle of the city I still get like 80-90 fps; public lobbies I get 60-80fps, sometimes even below 60 for a split second. I checked and all my hardware should be fine, I did a reinstall of my windows 11 too and only stuff I have running in the background are discord and 1-2 tabs in firefox.

Today I opened task manager while i had gta online open and saw that my gpu was using 4gb of vram but the utilization % was 0 for some reason (I do have the game set to high performance in display settings).

Does anyone have any idea if something's wrong with my pc or if the game is just this demanding? I kinda thought when buying this laptop I'd be able to always have at least 120+fps on the settings I mentioned.

what i would do op... delete your settings.xml
run the game with the OSD of afterburner/rtss check to make sure its reading the correct info.
and slowly turn on/up each setting you want maxed till you are around the 100fps range.

120 will have high fps swings and low fps dips especially for your setup.

dude it is summer and you are using a laptop, you can't beat physics
remove the heatsink and give your hardware proper cooling and it might stop theramal throttling

If you playing with 1440p :
Nvidia 3D settings - cap max background frame rate 60 FPS and Max Frame rate also 60 FPS .
Grass - always on Normal
AA - disable .
Online is full of content , avoid unnecessary overheating .

Online is a lot more demanding than SP and isn't just at the mercy of your PC but also your internet connection.
But as a general rule- don't enable MSAA, it's killer on performance in GTAV (and any game that uses deferred rendering with multiple framebuffers)
Try 3072x1728 or even 3840x2160 with FXAA on instead.
Also remember that outside Ray Tracing titles, the RXT4060 Mobile isn't much faster than an RTX3050 mobile - it's slower than the RTX3060mobile. Thanks nVidia.
