From the GTA 5 wiki, it appears that a patch was released 2 days ago on the 17th of July which is something I didn't know at first because I only bought GTA 5 on PC yesterday. So I'm guessing that I'll need to wait for an updated version of ScriptHook before I can get modding.
I am not 100% sure but I see no other explanation at the moment.
