Yes, you purchase the penthouse, but then you do a series of missions for the casino and essentially become a silent-partner in the Casino..

The Penthouse has a safe.. my guess is R* intended to make this a business you can make a daily profit from but I'm guessing since this would be restricted to region, they opt'd against it.. ofc that didn't stop them from giving consoles exclusive content that PC doesn't have access to..
Oh there are missions, that's a surprise. Like the High End apartments don't give you the original Heists, do they? Or the Luxurious Superyacht. Non of those makes you money passively though. Yes, it has a safe, as someone pointed out, that's the exact thing with the CEO office, the safe doesn't collect money, like those in your other properties, it just shows your character's money amount capped to 1 mil, I guess. So maybe that's the same case with the Penthouse Suite? I don't own it, so no idea, honestly, but the presence of a few missions and a safe doesn't mean it's a profittable business, like the others. A silent partner? Sure, so in the very next DLC you rob your own Casino, right? You are avare, that R* released the Diamond Casino Heist after the Diamond Casino DLC, are you? So no, you're not a silent partner, you only own a Penthouse Suite in there, the Casino business is separate and you have no partnership with them whatsoever.

If you purchased a penthouse, you might actually know how you're wrong.. and not about the release, I know the casino heist was added AFTER the penthouse, and the story flows as such.
You purchase the penthouse while the Casino is Cheng owned. This is who you are a silent partner with. By the end of the Casino missions, ownership has transferred over from the Chengs to the Duggans, but everyone is kept on in their previous roles/positions.. So it stands to reason, if you were Ms Baker's right hand before the takeover, you're still her right hand after. You're still a silent partner.
Are you robbing the casino wearing a name tag that identifies you? Are you leaving a calling card? It's not uncommon for people to victimize themselves for various reasons (usually insurance).
Basically, you're robbing the Duggans and supplementing whatever cut you'd be taking from Angela
I would seriously recommend purchasing the penthouse the next time R* puts them on sale. Just the base unit, not the add ons. At the sale price, you'll make back ~80% by completing the missions, you get to experience one of (if not) the best story lines in the game, and even get a free Armored Paragon-R in the end.
On that note though, the ->Bank<- should be giving passive income. Since we're the CEO of said bank and all, then that should mean getting paid per day. Also, businesses that give passive income shouldn't have their passive timers dependent on whether we're online or not, as that's just silly imo. We already have a max cap on held passive income, that's a good enough limit right there.
Yea, I've got a few peeves when it comes to this game, hence why I often consider Rockstar's decisions to be predatory.
You can do some missions for the casino CEO and buy some property in it, but you will never own it.
You're only a only a hotel-guest.
