can you buy or steal trucks in gta online and mod them and store them?

There is one truck AFAIK you can.

you have some trucks for the nightclub, the acid lab
some roitvan in the facility
terrorbyte in nightclub and moc in bunker
phantom wedge in the import export garage
certain arena vehicles stored in the stadium like cerberus
rest of them is handle as pegasus vehicles

You can steal it off the streets, but you can't keep it. The ones you can buy, as far as I remember, are the Pounder Custom, Mule Custom, Phantom Custom/Hauler Custom (MOC cabins), and Phantom Wedge. You can customize the Pounder and Mule (you might need a nightclub to do that) and the MOC cabins i think

There are some trucks u can store & modify in specific garages:
... but u need to own these locations, before u can buy these trucks !!!

Pounder Custom, Mule Custom & Terrorbyte in ur NIGHTCLUB
Phantom Custom or Hauler Custom (MOC cabins) & trailer in ur BUNKER
Water Canon Truck (RCV) & Chernobog in ur BASE
Cerberus (3 of it, but only this one) in ur ARENA
Acid Lab Truck (MTL Brickade 6x6) in ur FREAKSHOP
Phantom Wedge & Wastelander (can't be modified) in ur VEHIKLE WAREHOUSE
-> to buy a VEHIKLE WAREHOUSE u need to own a CEO OFFICE !!!

The rest of the trucks u can buy are all PEGASUS VEHIKLES, u have to order them and catch them on next PEGASUS delivery point !!!
None of the PEGASUS vehikles can be modified !!!

The trucks on the street, u can steal and drive, but not store nor modify !!!

And in case your not aware and are looking for smaller trucks there are several you can buy thru the store and also several you can steal off the streets and store for free in one of your normal garages.
