Report a translation problem
Normally I would dismiss that as an impossibility/improbability, but when I search for GTAV in the Steam store, it shows me a sale price just over $20.. OFC I own it, so I can't see what the actual cost is, but I have a button to purchase from a friend and it's $29.98..
Now either this is because the $20 sale price seen was for just GTAV and not the criminal enterprise starter pack.. or the personal purchase is discounted further than a gift purchase..
The former doesn't seem likely because TMK the only way to acquire GTAV through Steam is with the Criminal Enterprise Start pack included.. so this leads me to believe there are separate prices depending on who the intended recipient is.. If this is the case, that would explain why your personal price does not have an option to purchase as gift (because gift costs more)
