Casino afk
The casino simply doesnt exist in my game, like i will go up to it and there is no way to enter it. Is there a mission or something I need to do to unlock it? The internet app doesnt work on my ingame phone, and gambling is legal in my country, and I have it set to the legal age of gambling.

GTA5 or GTA Online? In GTA5, it is old looking and is inaccessible. GTA Online has the modern Diamond Casino that you can go into.

To enter casino you need to get it's intro cutscene first. Since even your phone is missing internet app, something is seriously broken.

When you created character, did you complete tutorial or skipped it? Perhaps try making new character and do it fully, all the way where you buy some clothing.
