Request jobs?

Eyy, hope you all doing great, I got a question, maybe you guys can answer it: I'm a mere level 22 and i have been requesting jobs from simeon once in a while. I can not request from gerald or ron or lester because there's a lock. So I was wondering how do I unlock the "request Job"?
I have been scouring the internet but I haven't found any specific answer.

If a contact that you called doesnt give you a job, try to go in your Activities List - Rockstar - Jobs and start a mission for that contact thet you have just done...after done that job, the contact responds to your call and is unlock

lol i got the same problem i cant request missions online from people and i am a level 81
