And you're telling me that if I insert that command into my launch options, it should fix it?
Yes, that fixed it for me and that is the problem I was getting. My specs are:
Proc: AMD A10 4600M (2.5-3.2Ghz 4 Cores)
Ram: 16GB DDR3 1600
Video: Radeon HD 7660G 4GB Memory
Other fixes I have tried that didn't work include:
Setting GTA 5 priority to Above Normal, High, and Realtime
Changing processor affinity by removing a core from it's use on the gta 5 exe (works but slows game down badly)
Changing all settings to lowest possible
Setting V-Sync to On or Half
Closing any and all background apps
Increasing Render Distance (this does help reduce the problem, but doesn't solve it)
Updating drivers,
Revert to older drivers
Format and reinstall
Reinstall game
Verify Integrity of Game
I am sure a few others. Using the command above tho fixed all my problems in one fell swoop. Was also able to increase my graphics again once I did it.
I already done everything like you said above such as:
Setting GTA 5 priority to High
Fiddling around with V-Sync
Increase Render Distance
My driver is up-to-date
Verify Integrity of Game
Low Graphics Settings
I'm not sure if it's the fault of my dual-core CPU or the fact that my computer can't pass the minimum system requirements (although the game's FPS is around 20 FPS) but I do know that there's a low-end computer that is worse than mine such as a PC having an Intel 2500 that can run the game just fine (with performance mods) without the texture pop-in issues.
Man, it is so annoying that I have to keep on pausing the game just to load up the textures.
Dunno if I'll be able to cause stuttering, it's really rare in my case. But if it happens, it's long and annoying as hell.
EDIT: Not sure what to say for you Ded. I know the pain of searching and trying and trying and trying. Don't give up. Really worth it once it is running. What are your machine specs?

CPU: AMD A4-5300 APU with Radeon HD Graphics (2 CPUs), ~3.4GHz

RAM: 4 GB (3.5 Usable)

Like I said, I have seen footage of very low-end PC that doesn't have these issues.
Because I'm having the texture pop-in problem, the game would react with a slow response such as it takes 10 seconds to bring up the phone (I can even hear sound effects before the phone appears on the HUD) and another ten seconds to switch to that selected app.
It would take just a couple or few seconds before the next sentence of dialogue.
And pressing the Context Action to talk to an NPC is quite delayed.
Another issue is that during in-game cutscenes, the character models sometimes disappear with the camera in a fixed angle.
All of these problems occurs even in places that is already loaded.
Interesting result Touka. Suppose it is still a step in the right direction. I just wish Rockstar would address the issue.
In the meantime, is there anymore suggestions?
you have a dual core apu
GTA V uses a lot of cores so a dual core cant really handle it without roads and buildings popping out. I was using a dual core G3220 with a gtx 960 and it run at stuttering from 15 - 150 fps at low settings with roads popping in and out. Tested it out on a dual core G3258 OC and it still stutters and buildings still wont load properly. Replaced it with an i5 and it was constant fps.
Also 4gb of ram at its current version ( with all the updates ) makes it stutter
CPU: 2,5 - 3,2 GHhz, Dual Core.
GPU: NVIDIA 630M, 2GB VRAM.
RAM: 4 GB.
OS: Windows 7 Maximal.
And GTA 5 runs pretty good on Very High/Ultra with 30 FPS (sometimes drops to 20), no stutter at all. Textures still pop in, but after disabling hyper threading it happens with no slowdown.
