Can you read? OP is asking about SINGLEPLAYER, not online. Anyway to the point when I used to mess around on SP I always used that native trainer thing, it worked pretty well. Don't really know many others outside of that though.

Why do you need cheats for a game? Even if its single player, wtf? I mean, mods like the LSPD police mod and zombie mod at least add new content to the game, but cheats? Get real.

Good luck getting Simple Trainer to work. Github is down, and it was the only place to get Scripthook [DOT] NET, which is needed to eliminate fatal errors.

NOTE: SP only, not online. Scripthook will cause online exception.
