right click the game in steam proberties verify game cash.
some data a corrupted at downloading thats why its not working
maybe you have to verify the cash 2 or 3 times or more until its working if not you can try this.

if you have bought it over social club you can try this

Question: An error message is appearing in GTAV PC saying “ERR_GEN_ZLIB_2 Failed zlib call. Please reboot or reinstall the game.” Do I really need to reinstall or can I just reboot?

Answer: Rebooting will probably not fix this error message, which suggests that installation data is corrupt.

If using the disc version, you can attempt to repair GTAV from the discs or by using the command line -verify (for more information on command lines, please see this Support article). If on Steam, you can try to verify game cache to fix the installation.

If the error still appears after trying those steps, or if you are using a digital version downloaded from Social Club, go to Add/Remove programs in your Windows Control Panel and uninstall GTAV. Then reinstall the game, either from the discs or by downloading directly from the Social Club GTAV Activation Page.

ONLY FOR NON STEAM VERSION

create a shortcut from gta V right click proberties

....steamapps\common\Grand Theft Auto V\GTA5.exe"SPACE-verify

....steamapps\common\Grand Theft Auto V\GTA5.exe" -verify (should look like this)

then start the game over the shortcut it will proof the installation of gta v may take a very long time
after that start the game in the normal way

Tenx !
Verify steam and work
so apparently I found a fix(beware, this is what happened to me). Check if your "mods" folder has another .rpf file in it, my gta v "mods" folder had a x64e.rpf in it, once I deleted it, gta v worked like a charm! (set aside the 32 mexicans I spawn in fort zancudo with RPG'S, don't worry about that) :steamhappy:
well I thankfully dont have to wait another 36 hours to install the game
I have tried: reinstalling, verifiying game data, deleting update.rpf, deleting all mods, reinstalling every single mod just in case they weren't up to date, but I still get the error, is my game broken for good?
delete dinput8.dll from your game directory
