If the keys that are already mapped are not working correctly or how you want, you should be able to reset to defaults in the Settings.
This is not how this game (and a majority of others) work. Even with a full controller support, you should be still able to use the KB + M setting to your liking, as am I. Whenever I press a keyboard key, it responds correctly with the action it is bound to, even if I started recently to use a controller. There are games, where you have to switch the mode of controlling the game, either to KB + M or a controller, but GTA isn't one of those, both methods should work independently of each other. You see, I can drive cars/fly planes on the controller comfortably and still type into the chat via the keyboard. Your WSAD not working must be either a rare bug, or an error in settings resulting in a different control scheme. Try to reset settings, or set them manually by binding each key individually to what you want.
