Action figures stuck at 97

Hello guys, i collected all Action figures that i could found, the last 3 i can't find it. i've checked over and over again and i still can't find it. please help me complete this Action figures so that i can have the super-hero outfit.

you are missing one, because 99 and 100 will only unlock on the airplane scrapyard in the desert, if you previously collected the other 98.

That is the best part of these collection drama when you have to check all 98 spots again or just a bug or stuff got broken through annoying cheaters who liked to drop these figurines on player in public sessions in the past, i don't know if it is still possible or if R* finally fixed this drama
