Test the game without any mods installed. Of course, some/many storymode mods can be broken or outdated after game updates and may require them to be updated. This does not mean the 'newest' one of anything is 'the update'. Check the mod comments/details for others complaining of the same issues. Also relevant if using scripthookvdotnet - try some of the nightly versions - a common 'fix' for some since the update.
If they are not the only storymode mods- and you have other mods, or even openIV and a 'mods' folder - rename the 'mods' folder to -hold, and test without that loading. Or straight up remove dinput8.dll, or whatever other loader you are using - and disable ALL mods. Could very well be an issue related to what else you have installed and isn't updated. This includes needing a new gameconfig.xml and more.
If you keep pop'n this error with NO mods installed - in the past this has also been caused by the windows page file size, gpu driver issues, corrupted save games, and some more. Some of this can be further narrowed based on more info about the error/like the title of the error window (if they even still do that), log files, etc. One old example of an out of memory error - embeddedalloc-
