why are there so many cheaters in GTA V online?

Because allowing cheaters complete freedom actually brings them more profit.

Cheaters drop money on people, giving them the ability to buy something cool that gives them a dopamine hit just like a free hit of a drug. Then the person wants more so they go to the drug dealer (Rockstar) and get another hit of the drug (shark card to buy something else)

Having cheaters in their game also allows them to boost sales numbers at any time they want. All they have to do is toss out a ban wave and a percentage of the banned cheaters will purchase a new copy of the game to return within 5 minutes and continue cheating.

On top of that, every ban wave causes cheaters to complain about "unfair bans" on the forum, leading other gullible people (mostly children) to think that Rockstar is trying to combat cheaters, making them more likely to purchase a shark card to "support the dev so they can combat cheating better"

Because the online is ♥♥♥♥♥♥ game design. No sane person do it. So some then make it full circus. I can't blame them. I am also not bothered of them, pretty opposite, I am amused of the chaos and sudden stuff happening in public lobbies. The game would not be better without cheaters for it is so bad in the first place.

this game is over 10 years old, it was known that in its inherent design it was/is IMPOSSIBLE to block cheating, TC's The Division 1 had the same flaw.

I doubt they will make that same mistake in GTA6 should that contain an online component.

I just joined a game online, went to get drink and weny from level69 to 100 some cheater was masss dropping exp on me so I had to alt f4 cheaters ruin the game and get players banned

Um no.

Cheating does not give them profit.... at all.... whatsoever. Its cool that you've watched TV shows about drug dealers but that has nothing to do at all with this situation. I know what you're trying to get at, its just not the correct place for it.

I'm gonna stop there and just say basically everything you said was wrong and what wasn't wrong just plain didn't make any sense.
