People often will not play with players on lower level accounts because they figure they are too good to play with newbies. Essentially they're snobs that only play with people who have high RP and figure they won't make mistakes so they can blast through heists quickly as possible. GTAO is toxic AF in that regard. Some will even join your heist just to screw it up to pick on the new kid and laugh.
My suggestion is if you have friends who play this game to get them to do heists with you. Otherwise, this is what you should expect until you hit at least 160+ RP and even then, they can still be snobs.
I'm open if you need a partner
