--- Remove your mods.
--- Update your mods.
--- List your mods, and other changes to the game so someone can figure out what is needed in your scenario to 'fix' the game. Details make this a much easier task. Otherwise, you'll get things like - update your gameconfig.xml, replace 'mods'/update/update.rpf with the new one, update your dlclist, rule out savegame crashing, check all your installed mod pages for updates, or comments saying it is broken after update - and on and on it goes.

edit - you should eliminate other mods before going straight to gameconfig
edit - If you're unwilling to test and rule things out - you might as well just downgrade your game - there were links and info in the other thread you posted in (and linked here) about it. 'alot of mods' and listing 2 doesn't scratch the surface.

edit - Is gameconfig.xml safe? It is literally a modified gamefile 'catered' to a modded game, and specific versions of the game. Again, without knowing everything you have already done to your game /shrug - who knows? Going that route though - I would be sure to 'keep' a copy of your old one so you can revert if it doesn't work. Hell, depending on WHICH gameconfig.xml you use - you may even need to wait longer for that to be updated.
do you prevent windows fullscreen optimizations on the GTAV exe?

It hasn't been updated (and another reason 'downgrading' may be a better choice for some users and speeds up their ability to get back to playing). And per the pinned comment for that gameconfig- "New game update on the way. My motherboard died after 12 years i found one and its coming, if everything works new config will be ready until Saturday."
My game works fine because as I said - I only alerted to scripthook, LSPDFR, and rage being updated. Installing 1,2,3 of those - will work fine. The second you start shoving all other kinds of mods in - all bets are off.
When I load up my heavily modified gta5 with custom gameconfig.xml - it works fine because (like I've said already) I backed up my .exe's and some other minor files before I updated. Then I put my files back - effectively downgrading my game. Turning it back into the version that worked before the update.
I've even provided those files if you click/read, find the links. They would likely work fine for you too - unless you've gone and made too many changes trying to 'update'/fix.
edit - The update gameconfig.xml - arriving on saturday, is what I feel the mod author was implying with his pinned comment, yes. Will it actually be there? Who knows.
edit - Sunday, gameconfig.xml was finally updated. Per some user comments - 'they' are still having issues. Whether or not the gameconfig.xml is the issue - who knows. Storymode modded game configuration variety plays a large role. Something else to remember is scripthookvdotnet and nightly builds.
