Report a translation problem
If you deleted 'all the files/folders' in the gta5 folder --- verify the game files.
If you only uninstalled/reinstalled - you should clean your folder of mods - as uninstalling and reinstalling doesn't thoroughly clean all the non-vanilla files out of the game folder. Directions and pictures in link to compare with game folder to delete non-vanilla files -

There have been other 'zlib' errors in the past/various fixes --- but you'll need to give more details. Else you start getting into av/security, corrupt saves, folders, and other issues. All completely useless to test until you are 100% your game is 100% vanilla and no mods are involved. Once you install mods - all bets are off.
