If you have modded your game, and have a 'mods' folder - this is not always simply a 'download and replace' deal. Outdated mods, mangled update.rpf's, etc can also cause issues. Rename 'mods' to 'mods-old and test. This doesn't rule out scripts/asi or anything else in the root gta5 folder - yank dinput8.dll to test those.
Once you start throwing in 10-20 mods, multiple car replacers, addons, etc - to the point you require a custom gameconfig.xml - that too may also need an update. As of the time of this post/edit - the most commonly used one has not been updated. Supposedly will be available tomorrow/saturday.
If you aren't even getting 'into' the game and the R* launcher is toast first - that is an entirely different problem - and could be many things.
edit - and for those with problems, or want to try complete mod removal - directions and pictures in link to compare with game folder to delete non-vanilla files / verify game files -

edit - below, yes - removing dinput8.dll = no scripthook (or any other mods) are working.
i don't have any mods like being superman/hero, increased graphics or any addon script,...etc
Only vehicle mods and i wonder may i've same crash game error like those guys in here ?

Using a 'mods' folder and have various cars/addons/replacers? Rename 'mods' to -old and test. In some cases you may need custom gameconfig.xml, and other reqs.
Still crashes after renaming 'mods'? Remove .asi's, etc etc. If it works - rename 'mods-old' back and test. You can also look at .log files in the game folder to see if any mods are throwing errors/not loading, etc.
Every gta5 modded storymode install can be wildly different - from the .exe's, the contents of 'mods', the various modifications to .xml's like gameconfig or dlclist. That doesn't even get into mods that are now outdated/busted and need their own updates - like LSPDR/rage.
In many cases - for those only interested in playing storymode/modding storymode - it is easier to just backup files/downgrade after the game is updated - than to sort out mod issues after an update. All depends on how long you will play storymode, if you do want to go online/alternate going on line, etc.
