How to make Casino Penthouse party packed??
What determines the number of NPC's in the party. I've seen it be packed and empty. Seems to be no matter how many chips I have.

You only have NPCs in your penthouse once you host one for $20k, I don’t see any purpose unless you have friends there for aesthetics

I know how to host one, but sometimes there's like 5 people there and sometimes there's like 50. Curious as to why/what changes this.

I’m pretty sure it’s determined by the time of which you host a party - correct me if I’m wrong

No that's not it, because when my friend threw his first one it was packed, and all subsequent ones have been empty.
