do you mean without internet or not being in a public lobby? because you can do story mode or private lobbies

Nope not at all, the GTA V story mode is now always online.

I've tested it. Logged into the Rockstar launcher, disconnected my internet, launched the game from Steam. Nothing.

The entire game is now always-online; even the SP game. Edit: Just checked GTA IV as well, and it requires the internet in order to be able to function.

I requested a refund, not that I have high hopes for one. When (if) that fails, then I'll be removing GTA IV and V from my library. I didn't sign up for this, and will be staying away from Rockstar from now on.
but is having no internet really that much of a problem? i can understand if youre in an area with frequent power outages

Rockstar launcher has been present in the game since 2015 and was there even before gta was released . So I don't get your point op.

Wrong , launcher was present the day gta 5 was released , only difference there is it was running in the background and did not have their own shop attached to it .

Got a answer for you OP. I had some help in the GTA IV forums. So apparently offline is still accessible. What you need to do is basically try again.

- Start the game online and wait for it to log you in.
- Now close the game and disconnect the internet.
- Start the game. You'll get a error saying that it couldn't establish a connection.
- Now close the game, and try running it again. This may take a few tries.
- Eventually it'll connect you completely offline.


On a side note, I've got some apologies to make. Unfortunately with Ubisoft's little stunt, it's put me on edge. My apologies for thinking that Rockstar removed offline capabilities from their games.
