Latest version does not mean working version.
The game recently updated. Scripthookv for storymode modding has not updated.
Current game version (unless you downgraded....) is - 1.0.3179.0
Current scripthookv supported most recent version - 1.0.3095.0

if you cannot figure it out then you dont deserve mods, mods are not meant to coddle some little kid and let you grief gta online because you have no skill in vanilla gameplay
Modding is officially permitted by R☆ and Take2:

Modding is in no way officially permitted. You should read the announcement that you linked to. The pertinent highlights:
* "Take-Two has agreed that it generally will not take legal action against [single-player modders]..."
* "...This does not apply to... making new games, stories, missions, or maps."
* "This is not a license, and it does not constitute endorsement, approval, or authorization of [single-player modding].
* "Take-Two reserves the right to object to any [single-player mod]..."
Keep in mind if you use mods for single-player, that should not affect your GTA online interactions unless you attempt to use GTA online with mods installed.
Serious, you can find tutorials for almost anything on youtube.
Keep in mind the mod updates might lag behind the game updates by a day or two, so there may be times your mods won't work for that time.
To play GTA online again, you will have to eradicate all mods and script-hook type add-ons, otherwise you'll end up banned or in the modders/cheaters-only servers and have no way of getting back on the 'clean' servers without speaking with Rockstar support staff (don't rely on this, best to avoid winding up to this end).
