tl;dr/lazy - use this link below to contact R* without logging in to RECOVER your account/fix/change email to one you have access to. Yep, many hoops to jump to prove you are the owner, have the steam account, cdkey etc, and days to wait/repeat yourself -

Then how is it forced onto some other account that I do not own? I purchased this game from Steam and played it before.
The original social club account is still linked to the steam account (unless you, or someone else.. 'unlinked'. Chances are The EMAIL ON that account - has been changed. You are basically logging into 'the wrong' account even though 'your email' is 'correct' to you. Read the links and info - you can do checks to confirm the problem, and possibly recover. The other scenarios where this may appear could be alias'd emails, and possibly the abuse of familysharing gta5 ---- YEARS ago, as in.. 2015-2017 or something. Still, in either instance - you'll likely need R* support to help sort those out too.
"Try to log in to social club using your old email - if you have to - forgot password, etc. Then, check and see if your games / characters / etc are on that account. You can even check if your steam account is the steam account linked to that social club account via account settings / linked accounts tab. If they are not - that is the problem and shows you logging into the 'wrong' account (but 'right' email).
Some users are lucky enough to see they got email notifications from R* stating the email on their account has been changed. Some of these are in chinese/etc - translate it. There should be a link to recover the account. Now, again in some of these cases - because the old email is already used in the 'new'/useless social club account - you can't use that recovery email before a step. That step is to go into the new/useless account - and change the email to something else - unlocking your old email. Then, try the recovery link again (and of course, 2FA/change password after for good measure -.-)."
