Some people find cayo a bit repetitive, so my second recommendation is the Diamond Casino heist. Setup is a bit tricky, and it pays less, but i find it to be more entertaining.
The term "fastest" is going to depend on what you like to do:
if you like playing games like Metal Gear Solid, then:
if you like playing games like Hitman or a fan of the John Wick movies, then:
Both options can be done solo in Invite Only lobby so no need to worry about "try hards" and "griefers" ruining your game
if you're short on cash right now, do a few quick sessions of anything that's paying 2 or 3 times $$$.
Also, having the flying bike (Oppressor MK2) will be required if you want to Blitz through content even faster. It will require you to purchase the Nightclub business, set it up, then buy the Terrorbyte to have a place to store and upgrade the bike.
Alternatively, the Buzzard or Jetpack (if you have it) will help if you don't have the flying bike.

1. First things first--do the weekly events that pay double or triple GTA$. Sometimes these events don't only pay the double or triple money but give you a bonus payment. For example, last month, players were given an extra $200K just for playing an adversary mode called Double Down.
Weekly events are the best moneymakers, bar none. One week not too long ago, I earned millions doing Power Play and some other adversary mode event (I can't remember which). Players said they made millions two weeks ago doing Simeon repo work (which paid double).
2. Play the jobs that come up on your phone from other players (heists, contract missions, adversary modes, etc.). $19K here, $30K there, it all adds up.
3. Get a super cheap Nightclub (if you don't already). Get the free gunrunning bunker and the free counterfeit cash factory (by way of free MC business). Purchase two technicians. The point of the NC club is to have passive income, which will also free you to do whatever else you want to do in the game. And regardless of what trolls say, you DON'T have to own all the businesses to build stock and the NC DOES pay itself off in a short amount of time.
4. Get the Agency and like someone said above, do enough security contracts to start granting you access to payphone hits, which pay a ridiculous amount of money if you complete the assassination bonus.
I don't know how many six ways from Sunday I have to explain that people barely break even the first time they do it, and it's tedious for first timers. It costs $2.2M just to access the heist; it is extremely tedious (long ass cut scenes, tedious setups); and it takes several more times to master the heist well enough to do it efficiently.
The point is that it's not "fast money" if it takes you a combination of 10-12 hours in trial by error and "research by YouTube/Reddit" to complete it the first time, and you have to sink $2.2M just so that you can make out only $200K ahead.
The tedium of Cayo Perico is why so many players wind up using glitches and cheats to speed run through that heist or do that shady thing of pretending to be a dumb, helpless noob begging for help, only to give the person who carried them 15% or do the finale in their absence (if I had a nickel for every time this happened...).
The ones that don't use glitches are just OCDers who literally--going by both Reddit and other forum posts--have gobs of hours to spend 5-8 hours a day to grind this thing "per hour." I assume you work, have real life responsibilities, or maybe have more important things to occupy your personal time with to sit at the computer for hours at a time, eyes glazed, doing the same tedious setups "per hour", like this guy:

BTW, fun fact: this heist CAN glitch...so, if you like spending upwards of an hour doing intel and setting up preps so that the primary objective glitches to the middle of the ocean or you get $0 payout, this "so EZ" heist is for you!

Some people it may not be as easy, it's just based on skill level.

The only possible way to mix the two options is to do Payphone Hits and 1 or maybe 2 (depending on how fast you are) of the Dr. Dre missions while waiting for your Cayo Perico Heist contact to let you know when the Hard mode is unlocked so you can do it all over again.
The Payphone hits pay for 15k plus 70k (total of 85k) if you complete the optional bonus objective, similar to the Hitman games. These can be done in less than 5 minutes. With all things equal, this is the single highest paying "job" in game for the amount of time you put in. It just has a 20-minute cooldown for the next payphone contract.
And you'll know exactly whose call you should wait for to restart the Cayo Perico Heist. He sounds just like the Penultimo character from the Tropico game series. Once he calls, you have 48 real-life minutes to go back to your submarine to re-start the Cayo Perico Heist to keep the Hard mode bonus.
Same thing but you have no friends, get a Submarine and do Cayo Perico Heist. Entire setups can be done alone yet doable in closed session. Same to finale.
But, if you sucks and have no friends, get a Business Building for Franklin and do VIP Contract (Not from SecuroServ, but from Franklin). Similar to Cayo Perico but a lot easier, less profitable, and requires a bit more of prep steps.
Payphone hits have a 15 minute timer and typically little resistance.
