Report a translation problem
Just remember that sometimes, installing the vcredist, and directx is not enough. There's cases where they became corrupted, and not fully updating. There have also been cases where uninstalling/repairing also did not work properly. Users had to resort to other tools to uninstall/clean them out before trying to reinstall again.
This can all be rendered useless as well if various .dll's have also been added to the gta5 folder. I know you said 'install' - but uninstall also doesn't remove non-vanilla files. If you remember putting .dll's into the game folder - I'd go delete them all and verify the game just to be sure. Of course, other issues with av/security, OS, admin/permissions, drivers, and on and on can cause problems anywhere along this path of trying to correct the problem(s).
