Weird "tessellation" on GTA 5 on AMD RX 580

Ive been trying to get GTA 5 to run smoothly on an RX 580. I have vsync on at 75Hz and I think I have the settings just right to maintain 75fps. Problem is I have this weird effect I have noticed that I dont notice on my machines with nvidia cards. Id describe it as a "checkering effect", particular on horizontal lines ie fence posts and signs. I throw a stone in a lake and guess it is AA or filtering. Id post all my settings but thats more work and more work for anyone reading. Anyone exp this? Ill see if I can post screenshots.

Edit: rather more vertical lines vs horizontal. I notice it on foliage too. Its like a fence post will look like: .-.-.-.- (convert that to vertical vs horizontal) from afar but when I get closer its normal and smooth. Id post screenshots if I could figure out how steam would let me.
