I used to play third-person action games on PC with a controller (used to be primarily a console player, many years ago, so that's what I was used to), and I worried that GTA with mouse & keyboard would be wonky, but I "forced" myself to do it anyway, and I don't regret it.
The controls -are- pretty bad, but that's just GTA in general. Movement is still clunky even with a controller, I find, and it does seem to be a bit worse with mouse & keyboard, but not by much, and shooting is WAY better. So, overall, I do find that mouse & keyboard is still the better option.
Especially if you're used to playing shooters with mouse & keyboard, that's probably the way to go.
Vehicle controls are also better with a controller, but they're... okay... with mouse & keyboard. Just takes bit of getting used to.
Racing is much better with analog triggers and sticks.
