Grass still does suck though, not well optimized.
WHich DirectX do you have the game running in?
If you have newer hardware then DirectX11 is fine. Are you using any mods? Could be that some of them (I know LSPDFR does and graphical ones usually are as well) are very cpu intensive
This is not true, the graphical requirements have not been increased. You can run it on older hardware as long as it meets the requirements.

You literally pulled this out of your ass, gta 5's story mode runs well due to no dumb bloat, gta onlines primary reason for fps dips is that 1. Again the unoptimized bloat they keep adding 2. p2p or in general network generated players require more CPU processing power more than coded AI, this is why emptier sessions lag less.
I like having it but it also has a bunch of pop in which is not as desirable.
really hope that gets addressed in the next one.
