Report a translation problem
(I mean all .exe's in game folder ok? gta5, playgtav, gtavlauncher - or rdr2, playrdr2)
Rightclick gta5, or rdr2 in steam - properties, installed files, browse installed files.
Next - remove windows compatibility mode on the rest of the .exe's invovled.
'default' locations are c / program files / rockstar games / launcher, and social club
If you installed R* launcher somewhere else - rightclick icon, open location.
R* launcher.exe AND launcherpatcher.exe <-- 2 different .exe's there.
(I mean all .exe's in the launcher folder ok?)
Possibly others, social club, etc - I'm only willing to waste my time testing so much.

edit - and removing compatibility mode on the steam.exe as well~
If this doesn't work for you - again, verify the launcher IS CLOSED. Open taskmanager, details, any gtav/rdr2, R* and social club apps - close them all, and try again, or restart pc. Not sleep/hibernate garbage that doesn't fully close everything.
This info above, and below - can also apply to rdr2.
Some users state 'run as admin' is also triggering this - but I've not tested (or care tbh). I'd imagine you'd have to test 'that' across steam, r* launcher exe's, social club exe's, gta5.exe's). Again, not testing that. The only 2 things triggering the compatibility box for me are - R* launcher, and launcherpatcher. The couple of people I had test this - didn't have a problem with the 'run as admin' switch - just compat mode. It would not surprise me at all with yet another R* launcher update that some users needs to actually have 'run as admin' checked for launcher.exe or launcherpatcher.exe - feel free to test. Be thorough and methodical.

Still? Need more OS details, and screenshots of every single .exe mentioned and implied showing they are unchecked. Saying 'this doesn't work' doesn't help rule anything out or find the oddball/weird problems and disparities in those it does help, and those it doesn't. Then we get deeper into uninstalling/reinstalling the R* launcher, social club, verifying it is updated, mods, wrong directories/duplicate copies not unchecking right ones, admin/perms/registry issues, version/build of windows you are on, av/sec, and on and on, etc etc.

With any 'luck' this is another case of the launcher not being closed properly and..
you get the idea. Make sure it is closed before you 'try' again with compatibility unchecked. IF you have to open taskmanager - and force close any R*, social club, gta5 .exe's - do it. Restart your pc if you can't do that. I also wouldn't boot launcher with windows, or minimize on close (both settings in launcher itself).
SOLVED. I kinda dumbass & forgot to uncheck compatibilty also in the file 'PlayGTAV.exe'.

You can set windows 7 comparability for the actual GTA V exe though. The launcher is basically just gatekeeping the game from the windwos 7 users, but over time, the launcher won't even be compatible for windows 7 anymore."
