Is rare car spawn thing is a cap at online? GTA Online

Im trying to get pink limo, seawood green tornado, tuned ruiner etc. I get a few of them long time ago at sp. But there is a few dude showing at online. Is it cap, or I need to try harder? I got the tuned sentinel btw. Others just doesnt spawn with their conditions.

Fyi limo is pegasus vehicle, you can't store it. Unless you're gonna use some exploits in here.

Seawash Green Tornado takes a lot of patience to get. The right time, the right day, the right traffic, etc. I have 2 of them, the first one took me over a week to get, second one I found by accident. Tuned ruiner again same thing, have to be driving a ruiner yourself in order for it to spawn. For best location, it's the Los Santos Customs located in the middle of the city. Both of these vehicles you can keep in a garage.
