MODS
I plan to install mods to play in the game's offline mode and I was left with a doubt. Does MOD Manager still work? I saw some people say it doesn't work anymore ... If it doesn't, any suggestions on what to use to install mods?

I never heard of something like MOD manager for GTA V. Most of the mods for offline are installed in manual way.

You'll require OpenIV to install mods that are manually installed by hand (model files, data files, something like that). Some mods also come with .oiv (OpenIV Package Installer), which installs your downloaded mod automatically into the game.

I also saw them talking about "Script Hook V", I'm not sure what it is but I will look for it.

It's basically a script plugin, if I may say so. Useful to load plugins that are in ASI extension. Also a base for ScriptHookVDotNet, which is also a plugin, but loads scripts written in VB and C# (some are compiled into DLL extension).

The one I know is Lenny's Mod Loader, or LML, in LCPDFR website.
