Is it possible to make HD clips with Rockstar editor? When I upload to Youtube, they show 360p, even when I choose high bit rate.

You should be able to export from the Rockstar Editor in up to 1080p and I believe that file gets saved in a sub-folder of Documents/Rockstar Games/GTAV. When uploading to YouTube, there are multiple stages of processing and, while playable, it won't be in HD for a short time, in my experience generally 5-15 minutes, depending on the length.

Since you did bump this thread after a couple days, I'm guessing the clip or clips you've tried still aren't in full resolution, so maybe there's a problem with embedded upload tool in the game. I doubt that's something the devs pay much attention to, if at all. If you have the export file available, I'd check that to see what resolution it is. I upload in 4K myself and the method I use for recording that resolution is ShadowPlay through the GeForce Experience, using the H key to hide the Rockstar Editor interface.

Thank you so much!

It looks like the video files are in C:\Users\YOUR USERNAME\AppData\Local\Rockstar Games\GTA V\videos\rendered

Another question I've been wondering, is there a way to make the in-game recorder record your actual voice/friends voices? We use in the in-game voice chat and I thought the in-game recorder would pick up our voices but it doesn't.

Yeah, the in-game recordings at most only keep track of NPC dialogue. Voices would be included if you did a raw gameplay recording via ShadowPlay, OBS, or something along those lines, but that could be tricky to sync up with a custom project in the editor, like if you had sections in slow motion. For optimal control, I'd probably record the voice stuff separately and then add that into the rendered project using Adobe Premiere or another video editing app.
