This fixed the problem for me. Thanks!
Keyboard is definately active, steam overlay works but all keys in game/menus dead unless xbone controller unplugged.
Not sure that you know what literally means
I restarded my computer yesterday to apply the update and this problem started to happen, so it's something microsoft did.
Only thing that will make it stop is forcing a shut down by holding the power button and rebooting. Positive it's caused by something messed up in the latest cumulative update for Windows 10 because as soon as I uninstalled update KB3140743 I can't reproduce this bug.
Was on the verge of ordering a new motherboard because I was starting to suspect a hardware issue until I saw multiple posts on reddit and other sites of people having the same issues. Right now I let Windows re-install the update but have just left my Xbox One controller unplugged until a fix is pushed through. So far it hasn't happened again, but it sucks not being able to use my controller.

Now, before I start the game, I unplug the XOne controller :/
